Penelope began her art education at the NSW College of Fine Arts where she completed a Bachelor of Fine Arts majoring in design, she then followed these studies with a degree in Stage and Costume Design at the prestigious National Institute of Dramatic Art (NIDA). After many years working as a designer, concept illustrator and educational book illustrator she embarked on a Diploma of Education and entered the realm of teaching visual arts to high school students for a period of 15 years.
After teaching for so many years she was able to finally have the freedom to indulge in her own artmaking practice on a full time basis where
. she now works from her studio on a ten acre property in the Hawkesbury region of NSW with her furniture designer/maker husband Darren Oates.

Penelope's unique choice of mediums are an alchemy of coloured inks, aerosol spray, acrylics and a soldering iron which she uses to gently burn though layers of applied colour which gives her work its distinctive feel and almost lace-like appearance. The act of mark-making with her soldering iron mirrors nicely the marks made through the natural decay and renewal of forms in nature.
Most of Penelope's work are created on timber panels rather than canvas as this allows her to etch into the surface of the board and work on a wider variety of shapes which can be cut to any size.
